Do I need FAA permission to fly over my Puerto Rico job site?

Puerto Rico's controlled airspace has its own shape: Class C at San Juan, Class D at Aguadilla, Isla Grande and Ceiba, and part-time Class E surface areas at Ponce and Mayaguez. This page walks the island airport by airport and then both request paths — near-real time through LAANC, 72 hours when the altitude needs further coordination, 60 days through FAADroneZone — so you know which clock a site is on before a date is promised.

Which airspace needs FAA permission before takeoff?

Four kinds of airspace require prior authorization from Air Traffic Control: Class B, Class C, Class D, and the surface area of Class E airspace designated for an airport.Verbatim

The rule names those four and stops there. Prior means before the aircraft leaves the ground. It is a document you hold at the tailgate, not a call you make afterward.Our reading

Which class covers each airport in Puerto Rico?

San Juan is Class C; Aguadilla, Ceiba and Isla Grande are Class D; Ponce and Mayaguez are Class E surface areas, and they are part-time. Those six designations decide most airspace questions on the island.Our reading

Mercedita Airport in Ponce is a Class E surface area with a 4.1-mile radius, also part-time. Section 107.41 names the surface area of Class E alongside B, C and D, so an active window carries the same requirement a Class D does.Our reading

The published designation sets a radius plus a corridor along a VOR/DME radial; the copy of the source PDF read here came back with broken spacing, so the geometry is not verified. How do I request the authorization: LAANC or FAADroneZone?

Two paths issue a Part 107 airspace authorization: LAANC, filed through an app made by an FAA-approved company, and FAADroneZone, processed by hand at the FAA Air Traffic Service Centers. Which one applies depends on the airport, and the gap between them runs from a near-real time approval to 60 days.Our reading

LAANC is a data exchange, not an FAA app. The FAA shares airspace data with approved companies called UAS Service Suppliers, and those companies build the desktop and mobile apps you file through. You are choosing a supplier, and suppliers differ in what they offer — the FAA's own table marks which ones handle near-real time approvals, further coordination, and recreational requests.Our reading

Through the UAS Data Exchange, the capability facilitates the sharing of airspace data between the FAA and companies approved by the FAA to provide LAANC services. The companies are known as UAS Service Suppliers — and the desktop applications and mobile apps to utilize the LAANC capability are provided by the UAS Service Suppliers (USS).

Further coordination means that the request must be reviewed by an Air Traffic Manager (ATM) who manages the airspace where you wish to fly. Further coordination requests must be submitted at least 72 hours prior to requested start time of the operation.

Please submit requests at least 60 days prior to the proposed operation date. Requests submitted less than 60 days prior to an operation date may result in cancellation or denial. Airspace Authorizations (COAs) are processed on a first come, first served basis.
FAADroneZone — 60 days
FAADroneZone provides authorizations for airports that are not LAANC-enabled. It may also be used to process requests at LAANC enabled facilities, however it does not provide authorizations in near-real time. All requests are processed manually at the FAA Air Traffic Service Centers

  1. Pin the takeoff point and every corner of the work area to coordinates, then read the airspace class and the grid altitudes for each square the operation touches.
  2. If the airport is in LAANC and the altitude you need is at or below the lowest of those grid numbers, file through a UAS Service Supplier app for a near-real time approval.
  3. If the altitude you need is above that number, or the grid reads 0', file a further coordination request through a supplier that offers it, at least 72 hours before the start time.
  4. If the airport falls outside LAANC coverage, open FAADroneZone, choose Create Part 107 Waiver/Authorization, then Airspace Authorization, and file at least 60 days before the operation date.
  5. Keep the reference number FAADroneZone returns. That number is how the request is tracked.
  6. If the operation also needs a waiver, file the waiver and the airspace request through FAADroneZone together.
  7. Save the approval — number, altitude, area, and time window — in the flight record, with the date it was issued.

What does the number in a UAS Facility Map grid mean?

The number in a grid is the altitude, in feet above ground level, that the FAA has pre-approved for fast authorization in that square — and the map itself is informational, so the authorization still comes from a filed request. The FAA states this in capital letters on the map page.Our reading

Each grid is 30 seconds of latitude by 30 seconds of longitude. The FAA puts that at about 160 acres and scopes the figure to most of the contiguous 48 states; 30 seconds of longitude covers more ground at Puerto Rico's latitude, so a grid here is larger than that. An operating area wider than one grid sits in more than one, and so does a narrow one that straddles a grid line. Trace the area on the map and count the squares it touches: the count is what the filing turns on.Our reading

When the operation falls in multiple grids, the FAA flow chart directs you to identify the lowest altitude in all the grids you want to operate in. Not the grid you park in. Not the average. The lowest.Verbatim

This is the arithmetic that decides whether a flight day happens. Quote against the grid where the truck is parked, arrive, and find the next square over reads 50 feet, and the day is lost in front of whoever is paying for it.Our reading

A grid marked 0' marks where instant approval stops. The FAA states that a remote pilot flying under Part 107 can use LAANC to obtain airspace authorization above the grids, 0' grids included, by submitting a further coordination request. That puts the square on the 72-hour clock and in front of the Air Traffic Manager, who decides it.Our reading

The UASFM grid parameters are 30 seconds of latitude by 30 seconds of longitude; in most of the contiguous 48 states, this equates to 0.25 square miles or approximately 160 acres.

Identify the altitude in the grid. This altitude is measured in feet above the ground level. If the proposed operation falls in multiple grids, identify the lowest altitude in all the grids in which you want to operate.

  1. Open the FAA UAS Facility Maps viewer and find the site by coordinates.
  2. Trace the whole operating area on the map, including transit and any alternate launch point.
  3. Write down the altitude printed in every grid the operation touches.
  4. Take the lowest of those numbers. That is the altitude you file.
  5. Read that number as feet above the ground at that square.
  6. Where the lowest number sits under what the job needs, put the further coordination clock into the schedule before the date is promised.

The chart shows controlled airspace over my whole site. Do I file for it?

It depends on which Class E the chart is shading. Section 107.41 attaches to four things — Class B, Class C, Class D, and the surface area of Class E designated for an airport — so Class E that begins at 700 or 1,200 feet above the ground sits outside that list.Our reading

Section 107.51(b) holds the aircraft at or below 400 feet above the ground, and allows more only within a 400-foot radius of a structure and no higher than 400 feet above that structure's uppermost limit. A flight below a 700-foot or 1,200-foot Class E floor is in Class G, and section 107.41 attaches the ATC authorization to the four categories it names.Our reading

This is the trap running backward. One pilot sees "controlled airspace" shaded over the whole island and files a request the rule never asked for; the next sees the same shading, decides the island is closed, and turns down work.Our reading

How do I check TFRs and NOTAMs on the day of the flight?

Open the FAA TFR list filtered to PR, then run NOTAM Search for the airports near the site — on the morning of the flight, not the week before. TFRs restrict drones the same way they restrict every other aircraft, and the FAA states that you must always check NOTAMs prior to your flight.Our reading

A TFR is a temporary closure of a piece of sky, issued for security, hazards, disasters, large events, or national defense. In Puerto Rico this is a seasonal certainty rather than a hypothetical: storm season produces them, and they appear over a work area at exactly the moment the pictures are most wanted.Our reading

On 6 September 2026 the list carried a security TFR over Ceiba, issued under 14 CFR 99.7 as special security instructions, running from 2,500 to 5,000 feet MSL and effective until 31 October 2026. Inside the area and altitudes it describes it prohibits all aircraft flight operations. Read the NOTAM text for your own area on the day of the flight: the list changes, and the area, altitudes and dates in the NOTAM are the ones that govern.Our reading

A TFR is a kind of NOTAM, not a separate system. Checking the TFR list alone leaves out airspace closures, GPS interference tests, and military activity that publish as ordinary NOTAMs and still reach the flight.Our reading

Prior to flight, the remote pilot in command must: (a) Assess the operating environment, considering risks to persons and property in the immediate vicinity both on the surface and in the air. This assessment must include: (1) Local weather conditions; (2) Local airspace and any flight restrictions; (3) The location of persons and property on the surface; and (4) Other ground hazards.

These airspace restrictions are called Temporary Flight Restrictions (TFRs) and are communicated to pilots through Notices to Airmen (NOTAMs). They restrict aircraft (including drones) from operating without permission in a certain area for a limited time. You must always check NOTAMs prior to your flight.

The NOTAM system provides pilots with time critical aeronautical information that is temporary, or information to be published on aeronautical charts at a later date, or information from another operational publication. The NOTAM is cancelled when the information in the NOTAM is published on the chart or when the temporary condition is returned to normal status.

Pilots can access NOTAM information online via NOTAM Search at: https://notams.aim.faa.gov/notamSearch/ or from an FSS.

These TFRs do not ban aircraft with proper authorization, including drones, from providing disaster relief and recovery assistance. TFRs include details about who may get approval to fly in them. Typically, only public safety agencies, first responders and other organizations such as media may be eligible for approval.

  1. Open the FAA TFR list and filter by state to PR.
  2. Open the NOTAM column for any TFR touching the area and read the full text, including the categories it names as eligible for approval.
  3. Run NOTAM Search for the airport identifiers near the site, and for ZSU.
  4. Repeat the check on the morning of the flight. A NOTAM can publish up to seven days before the activity starts, and a TFR can appear overnight.
  5. File the dated results next to the airspace authorization in the same flight record.

Does the airspace authorization cover the rest of the preflight?

An airspace authorization covers one thing: entry into that airspace at that altitude. The FAA says it plainly — LAANC provides airspace authorizations only, and pilots must still check NOTAMs, weather conditions, and abide by all airspace restrictions.Verbatim

Two more rules apply wherever you are, including squares that come back clear. Section 107.43 keeps the operation out of the way of operations and traffic patterns at any airport, heliport, or seaplane base.Verbatim

Neither of those two is waivable. Section 107.205 lists the rules a waiver can reach, and 107.43 and 107.45 are outside that list — so the answer there is planning, not paperwork.Our reading

Is B4UFLY enough for paid work?

B4UFLY shows where recreational flyers can and cannot fly; a Part 107 airspace authorization comes from LAANC or FAADroneZone. The two answer different questions, and only one of them produces a document.Our reading

B4UFLY earns its place as situational awareness — a fast look at what is around a site before anyone commits to a date. The filing that lets a paid flight happen is separate, and it is the one that goes in the record.Our reading

What most people have wrong

Each of these is a thing said confidently in public that the rule does not support. The section number settles it.

  1.   3. A grid marked 0' means flying there is prohibited.0' marks where automatic approval stops. The FAA states that a remote pilot flying under Part 107 can use LAANC to obtain airspace authorization above the grids, including 0' grids, by submitting a further coordination request. That request carries a 72-hour minimum and is reviewed by the Air Traffic Manager for that airspace, so a 0' grid is a request to file on a clock.FAA, Part 107 Airspace Authorizations
  4. File the grid altitude for the spot where you take off.When the operation falls in multiple grids, the flow chart directs you to identify the lowest altitude in all the grids you want to operate in. The FAA puts a grid at about 160 acres in most of the contiguous 48 states, and it is larger at Puerto Rico's latitude — so trace the area and count the squares it touches instead of assuming one covers it.UAS Facility Map Decision Flow Chart; UASFM FAQ #13
  5. The chart shades controlled airspace over the site, so an authorization is required.Section 107.41 reaches Class B, Class C, Class D, and the surface area of Class E designated for an airport. Class E with a floor at 700 or 1,200 feet above ground is a different structure, and a flight below that floor is in Class G. Section 107.51(b) holds the aircraft at or below 400 feet above the ground, with an allowance close to a structure.14 CFR 107.41
  6. The green LAANC approval is the preflight record.LAANC provides airspace authorizations only. Pilots must still check NOTAMs, weather conditions, and abide by all airspace restrictions — so the record that holds up shows the approval and the dated NOTAM and TFR check for the same window.FAA, LAANC — UAS Data Exchange
  7. Worst case is 72 hours, so a Monday call covers a Thursday flight.72 hours is the LAANC further coordination minimum.   8. If an airport has controlled airspace, it is in LAANC.Jose Aponte de la Torre in Ceiba took on Class D by amendment effective 9 July 2026. The FAA's LAANC airport list, which the FAA dated August 2025, carries five Puerto Rico fields, and Ceiba sits outside them.   9. B4UFLY said the site was clear, so the flight was authorized.The FAA's B4UFLY service shows where recreational flyers can and cannot fly. Part 107 authorization is issued through LAANC or FAADroneZone, and that is the document a paid flight rests on.FAA B4UFLY
  10. A TFR over the area closes the job until it lifts.TFRs do not ban aircraft with proper authorization, and each TFR names who may be approved to fly in it.
